Laptop is looping back to the startup

When I start up my laptop, it loops back to the beginning of the startup most times.

Occasionally, I will get it to boot properly, but after a minute or two, it automatically reboots itself to the "safe mode" menu.

I have tried to format the drive but it keeps telling me some part of the program is in use and won't allow a format.

I do have a windows xp disk which I can reload, but if I can't formt it, then it's no good.

Do you have any suggestions for fixing this? (Other then smashing the comp and buying a new one). The computer is a Toshiba Satellite brand.

Hi Tom,

I just went through a simular problem.

The cause was two fold -

The computer had 122 virues.
The hard drive partition table had five differnt entries.

To fix the partition table problem I used BartPE boot disk and ran chkdsk.cmd (a special batch file on the BartPE boot disk) this removed the erronious partition tables (I am of the opinion that one of the viruses casued this).

Then when the patition table fixed I ran a couple of anit virus programs from the BartPE boot disk and from XP in Safe Mode.
